However, 

The action may start to pick up in the Tropical Eastern Pacific. Tropical systems in that location could effect the southwest US with moisture aimed in that direction in early August...speculative.

Very speculative would be the heat ridge shifting farther east or building in the Southeast or Gulf states which would allow for, not only juicy Gulf air to gush northward but also, with a favorable steering current,  tropical Pacific moisture (from the remnants of systems west of Mexico in the Pacific, traveling thousands of miles and getting entrained into weather systems in the Plains and points eastward.
