Laws often do Not accomplish what you want to accomplish.  

we had laws against alcohol, but it did not stop people from drinking.

we had laws against marijuana, but it did not stop anyone from using.

we have had laws against gambling, but it does not stop gambling. 

we have laws against prostitution, but it does not stop prostitution.

if we pass laws against abortion, it will not stop abortions.  

chicago has laws against murder, but how many murders happened in chicago last year?

guns are illegal in mexico, but... all the criminals have guns in mexico.

just something to think about.
