Where is the Infrastructure Deal?

This is a no bash post.

On election night in 2016 Trump announced that he would advance a plan for a trillion dollar infrastructure plan.  As much as I dislike Trump, I was happy to admit that this was a great idea.  Interest rates near zero (at the time) and our bridges and rails in great need.

But it would be even more brilliant politically!  Trumps base would love it and Dems would be crazy not to support it.  It's the kind of stuff they always go for under a Democratic White House.  "Jobs bill".  Trump's approval ratings would go into positive territory. 

But to my knowledge, Trump hasn't even hinted at the idea.  Can someone explain this to me?

The only explanation I can imagine is that McConnell told him privately that he would not allow such a bill to go forward.  But Trump hasn't hesitated to slam McConnell publicly before, so that explanation doesn't make sense to me either.
