The US clean electricity transition continued as wind and solar generated more than coal for the first time. Electricity demand growth sped up and solar generation rose more quickly than gas to help meet it.

If so, what's the point of projecting the impact of bills like this out to the year 2050 when the next administration/Congress from the other party is just going to replace it with THEIR bill!

Other than to exaggerate the actual impact.

The only impact that we know will happen for sure uses the near term years before it MIGHT be replaced by the other party.
